Subject: Administrative Responses to Requests for a Temperature-Controlled Safety Room for the Buddha Tooth Relics, and Subsequent Loss of Relics and Belongings

1. Background of the Requests
To preserve the Buddha Tooth Relics properly, a temperature-controlled private room with air-conditioning, refrigerator, and facilities for daily offerings was required.
This requirement was clearly stated in the official request letter submitted to MCU offices .Despite the serious preservation needs and multiple written and verbal requests, the responsible departments at MCU did not provide assistance, and no official written reply or acknowledgment was issued.
2. Detailed Record of MCU Responses
Below is a chronological, factual record of how each MCU department responded (or failed to respond) to the official request.
2.1 A-300 Student Affairs Department
Officer: Ven. Dr. Phramaha Rachan Cittapalo
Position: Assistant to the Rector for Student Affairs

I submitted an official request for a safe, temperature-controlled room for the Buddha Tooth Relics.

I attempted communication both in person and by letter.
-
No response was ever issued, either verbally or in writing.
-
The officer remained entirely silent and did not acknowledge the request.
-
No official reply, no acceptance of the letter, no support offered.
2.2 D-300 International Relations Department
Officer: Ven. Asst. Prof. Dr. Phra Sitthivajabundit
Position: Vice-Rector for Foreign Affairs

He did not handle the matter directly but transferred my official request to:
Phrakhru Baidika Saenghueng Narintho (Dr.), Deputy Director of Administration of Dhammaduta College.

After reviewing the request, Phrakhru Baidika Dr. Saenghueng stated that no suitable room could be arranged for the Buddha Tooth Relics.

This was a clear refusal, with no alternative solution offered.
2.3 IBSC Director’s Office
Officer: Ven. Dr. Phrakhrusamu Vachiravich Thitavangso
Position: Director, International Buddhist Studies College

The Director did not respond directly.

The reply was delivered indirectly through the coordinator:
Phramaha Jukkit Kittiyanamedhi (Kaewkerd). -
The coordinator informed me:
“Sao Dhammasami must take back the request letter from the departments as soon as possible.”

This means:

They refused to accept the official request letter,
-
They refused to process it,
-
They refused to issue any official written response, and
-
They rejected the letter instead of acknowledging it.

This left my request completely unaddressed, with no documentation, no action, and no administrative support.
2.4 Dormitory C (Inter-C) Officer Response
Building: International Dormitory C
Location of Incident: Room 430, 4th Floor
The officer of Dormitory C:
-
Declined permission to move the 70-kg safe box into my room using the elevator.
-
I was told that students cannot use the elevator for this purpose.
-
I was instructed instead to carry the 70-kg safe box up the stairs, which was dangerous and nearly impossible.

Did not permit the use of:
-
Air-conditioner
-
Refrigerator
-
Fruit storage
-
Any cooking or offering preparation equipment
These were essential for:

Temperature control,
-
Preservation, and
-
Daily offerings for the relics.

Did not allow the safe box to be placed inside my room.
This resulted in the relics being kept in an environment that was:

High-temperature,
-
Not climate-controlled,
-
Crowded,
-
Shared, and
-
Not safe for sacred relic preservation.
Multiple times I explained the importance of temperature control and the risk of heat damage, but the rules were not reconsidered.
3. Consequences of MCU’s Lack of Support
Because:
-
no safe private room was provided,
-
no air-conditioning was allowed,
-
no refrigerator or offering setup was allowed,
-
the safe box could not be brought into the room,
-
the request letter was not accepted or answered,
-
and essential preservation conditions were denied,
the relics remained in a vulnerable and unsafe condition inside International Dormitory C.
One of the relics was damaged earlier due to heat, showing clearly that the environment was unsafe.
Despite informing officers, no accommodation adjustments were allowed.
4. Loss of the Buddha Tooth Relics and Belongings
The Buddha Tooth Relics and several personal items went missing inside International Dormitory C, not outside MCU.
Items lost (as reported to Wang Noi Police Station):

5. Summary of MCU’s Administrative Conduct
The following issues directly contributed to the loss:

No department accepted responsibility for the preservation request.

No official letter was accepted or answered.
-
Requests for air-conditioning, refrigeration, and offering preparation were rejected.
-
Safe-box transportation into the room was prohibited.
-
Director’s office instructed me to take back my letter, instead of processing it.

No private room was provided, despite repeated written and verbal requests.
-
The relics remained in an unsafe, high-temperature environment until their loss in Inter-C.
