1. Purpose

Use TK-040 when an agency closes a file or stops action with statements like:

  • “Closed.”

  • “No further action.”

  • “Finished.”

  • “File ended.”

…but gives no clear explanation, no reasons, and no clear next steps.

This template helps HSWAGATA to:

  • request clarification in a calm way (C),

  • protect peace and trust (H),

  • learn from the closure and improve future practice.
