T277 – Institutional Peace & Conflict Sensitivity Matrix (H97)

1) Purpose

Use this matrix to check if our systems create peace or create hidden harm. Missing fairness and participation can create fear and distrust even when there is no physical violence.
It helps us avoid “quiet conflict” (no fighting, but fear and silence).

2) The H97 peace matrix (what we check)

H97 has 4 indicator domains: Security, Fairness, Participation, Conflict Management.

For each domain, we look at 3 levels:

  • Policy level (rules are written)

  • Practice level (rules are used in real life)

  • Perception level (people feel it is real and fair)

Scoring: Once per year, score simply (0–2 or Red/Amber/Green).
