Use this template when:
staff feel afraid, confused, or silent because they are unsure what to say,
different staff give different answers to the public,
staff interviews, tours, or casual conversations create risk,
science, testing, miracles, or authenticity topics arise.
This template has two parts:
Staff interview & confusion mapping, and
a Right-Speech Communications Guide (what staff can say, must not say, and how to respond).

B. Core Principle — Right Speech (Operational Meaning)
At HSWAGATA, Right Speech means:
speak truthfully,
speak calmly,
speak with care,
speak within your role,
and do not cause harm.
Staff are not required to answer everything.
Silence, pause, or referral is often the correct action.
C. What Staff ARE Allowed to Say (Safe Speech)
Staff may always say:
C1. About relics and authenticity
“HSWAGATA protects relics with care and respect.”
“We do not make fast authenticity claims.”
“Any public statement is shared through official channels.”
C2. About science and testing
“Some methods have limits.”
“Some results can be inconclusive.”
“We follow consent-first and non-invasive-first policies.”
C3. About rumours or online claims
“I cannot confirm that.”
“Please check our official website or ask the office.”
“We record concerns and review them carefully.”
C4. About your own role
“I am not authorised to speak on that detail.”
“I will pass your question to the right department.”
D. What Staff MUST NOT Say (Unsafe Speech)
Staff must never say:
“Science proved it is 100% authentic.”
“This lab confirmed it is Buddha’s tooth.”
“I personally believe it is real / fake.”
“We will test it soon / secretly / quickly.”
“The other group is lying / bad / corrupt.”
Any statement based on gossip, pressure, or personal opinion.
E. The 5-Line Safe Response Script (Memorise This)
When unsure, staff may use any 2–3 lines:
“Thank you for your question.”
“This topic needs careful wording.”
“I am not authorised to give details.”
“HSWAGATA shares verified information through official channels.”
“I can help you contact the office for a formal reply.”
F. Special Situations
F1. Media or YouTuber
“Please contact our official spokesperson.”
Do not answer on camera without approval.
F2. Angry visitor
Use calm tone.
Use TK-047 de-escalation lines.
Step away if voices rise.
F3. Donor pressure
“We cannot change our words for money.”
Record the request using the proper template.
F4. Social media comments
Staff must not reply from personal accounts.
