TK-032 — LOCAL OFFICER BLOCKS FILING (F)

(Incident record + escalation ladder)

1. Purpose

Use TK-032 when a local officer or frontline official actively blocks filing, such as:

  • Refuses to accept a complaint or document.

  • Says “do not submit,” “come back later,” or “this will cause trouble.”

  • Withholds stamp, receipt, or registration without lawful reason.

  • Uses intimidation, warning, or pressure to stop filing.

This is a conflict-type (F) situation and must be documented carefully.

2. Immediate Safety Rules

When blocking occurs:

  1. Do not argue or raise voice.

  2. Do not leave documents behind without receipt.

  3. Do not agree to withdraw or change content.

  4. Do not attend alone if you must return (two-person rule).

5. What NOT to Do After Blocking

  • Do not confront the officer personally later.

  • Do not post on social media.

  • Do not accuse publicly.

  • Do not destroy or edit the original document.

  • Do not “shop around” informally without records.

6. Escalation Ladder (Step-by-Step)

Level 1 — Immediate Procedural Escalation (Same Day / Next Day)

Action:

  • Prepare a short written note to the head of the same office or registrar.

Message core:

“On (date/time), our filing was not accepted at the local counter.
We respectfully request guidance on the correct procedure to register the submission.”

Attach:

  • Copy of the document

  • Incident record (Section 3)

Level 2 — Higher Administrative Authority (If Level 1 Fails)

Action:

  • Submit to district / regional / ministry-level office.

Include:

  • Incident record

  • Statement: “Local filing attempt was blocked; no receipt was issued.”

Purpose:

  • Seek registration, not punishment.

Level 3 — Oversight / Integrity Channel (If Obstruction Persists)

Action:

  • Use official oversight body (inspection unit, ombudsman, internal audit).

Language:

  • Neutral and factual.

  • Focus on inability to file, not personal accusation.

Level 4 — Law Enforcement / Legal Channel (Only If Necessary)

Trigger:

  • Threats, intimidation, document seizure, or evidence destruction risk.

Action:

  • Seek advice from legal counsel or appropriate police unit.

  • Bring copies only, with incident log.

Use TK-028 if police referral becomes unclear.

Respectfully submitted,
On ____ / ____ / ______ at ______, our representative attempted to file a document at (office).

  • ☐ Secure originals in locked file.

  • ☐ Use copies only for escalation.

  • ☐ Limit internal access to the case.

  • ☐ Brief one senior officer / board member.

  • ☐ Update conflict timeline (T67).

9. Warning Signs of Retaliation

Watch for:

  • Follow-up calls warning you to stop.

  • Sudden unrelated inspections or threats.

  • Requests to “settle privately.”

  • Pressure to withdraw complaint.

If seen: stop informal contact and move up the ladder.

10. Archive Checklist

Attach and file:

  • ☐ Incident record (Section 3)

  • ☐ Copies of blocked documents

  • ☐ Escalation letters sent

  • ☐ Any replies received

  • ☐ Updated escalation status note
