TK-032 — LOCAL OFFICER BLOCKS FILING (F)
(Incident record + escalation ladder)
1. Purpose
Use TK-032 when a local officer or frontline official actively blocks filing, such as:
Refuses to accept a complaint or document.
Says “do not submit,” “come back later,” or “this will cause trouble.”
Withholds stamp, receipt, or registration without lawful reason.
Uses intimidation, warning, or pressure to stop filing.
This is a conflict-type (F) situation and must be documented carefully.

Do not argue or raise voice.
Do not leave documents behind without receipt.
Do not agree to withdraw or change content.
Do not attend alone if you must return (two-person rule).
